On Sunday, March 29th at 7:05pm, a 911 caller reported a single vehicle rollover collision in the 13600 block of NE 144th Street. Two occupants and three dogs were inside the vehicle, which had come to rest on its top off the roadway. The 911 caller reported that one occupant was partially ejected from the vehicle, a 2010 Honda Civic sedan.

Upon arrival, EMS personnel and CCSO deputies tended to the occupants of the vehicle. The driver of the vehicle, identified as Vicky M. Carstensen, age 55 of Brush Prairie, was removed from the vehicle, and refused medical treatment at the scene. Carstensen was cooperative with investigators.

The passenger, Donald G. Langland, age 61 of Vancouver, sustained serious injuries and was transported to an area hospital. The dogs sustained no apparent physical injury, and were released to a friend at the scene.

A witness reported that the vehicle was traveling east on NE 144th Street, and was in the oncoming lane before losing control and rolling over.
