West Linn's city manager has concluded no discipline is warranted for the police supervisor who by all accounts did a lackluster internal investigation into the 2017 wrongful arrest of Michael Fesser, a Black man from Portland who then sued the city for discrimination and settled for $600,000.

Oddis Rollins, then a sergeant assigned to fill in as an acting lieutenant, was set up to fail, City Manager Jerry Gabrielatos concluded.

"I understand that some members of the public will be disappointed or continue to question this determination, but it is my responsibility to make the decision that I believe is correct, even if it is subjected to criticism," Gabrielatos said in a statement released this week.
